The Challenge: ReOffending is rising; nearly half of incarcerated adults (48%) reoffend within one year of release, while for those serving less than 12 months this increases to 64%*. Violence in prison is higher than it has ever been in the last 100 years** and has risen by 88% in the last two years, alongside an 80% unemployment rate within prisons and with less than 10% of prisoners engaged in skills training. This decline is against a backdrop of unprecedented rise of the prison population; up by 77% in the last 30 years*** and a annual cost to the UK government of around £15BN****

The challenge is to see safer communities, less victims of crime, skilled re-purposed citizens re-entering society and a reduction to the recidivism rate.

Our Response: InHouse Records is an initiative launched in 2017 in Her Majesty’s Prison service, the first of its kind in the UK and possibly in the world. It is a fully functioning record label designed in partnership with prisoners; birthing a platform of restorative storytelling, transferable working skills and employment opportunities; both on the inside and upon release. A label for change, InHouse has become a subsidiary for Universal Music, training prisoners in all aspects of running a record label.

InHouse is currently active in seven UK prisons (with a waiting list of 7 more) and rehabilitates prisoners by creating a safe and motivational environment in which they can repurpose existing skills and learn new ones. It was shortlisted for the 2018 D&AD Impacts Awards and was a Gold Winner at the London Design Awards 2018. InHouse exists at the intersection of design thinking, social change and enterprise and is achieving demonstrative social impact, decreasing violence in prisons and addressing our primary challenge; reducing reoffending.

'THE-FUTURE'

InHouse Records is now a functioning record label in 7 UK prison, with a waiting list of 7 more. It is transforming the behaviour of high-risk prisoners, developing their skills and self-esteem, and creating job opportunities on release. The current goal of InHouse is to grow to operate in 60 prisons by 2020, and strong support has been given to the service by the Secretary of State for Justice.

The label began releasing its first singles in November 2017 initially targeting three new singles each month for National Prison Radio. Now a steady stream of music is emerging and in December 2017, the first showcase of work by the prisoners was shared outside of the prison community, becoming a regularity that will gather momentum into the future. InHouse plans to release at least 10 tracks over the course of 2019 with Universal providing marketing and distribution, while exposure has been growing, with recent articles in the Guardian and Positive News proving catalysts.

Beyond our current roadmaps towards accelerated growth, the goal must also be to include iterations of the service that switch-out or extend our vehicle to include other sectors, targeting fashion, food and sport. There is much to be done to continue to meet our challenge, if our success so far has indicated anything, it is that further revolutions of the VIRTUOUS CYCLE will realise and bring about this transformation in time.
